Abstract:

This is a study on the qualitative research on the cultural governance of cultural and creative parks on both ends of the Taiwan Strait, proposes the conceptual framework of this study based on the literature review on the cultural governance of cultural and creative parks on both sides of the Taiwan Strait. The governance paradigm composed of three elements: Policy, Construction, and Operation.

This study used Taipei’s Huashan 1914 Creative Park and Songshan Cultural and Creative Park, Nanjing’s Chenguang 1865 Science-technology And Creativity Industrial Park and Nanjing Window of the World Creative Industrial Park as examples to conduct in-depth interviews with the 6 interested parties in the government, the operators of cultural and creative parks, resident enterprises, and non-profit organizations, consumers, surrounding communities, as well as relevant scholars. The experience of the interviewees was incorporated into the PCO framework for analysis and comparison.

The study found that cultural and creative parks on both sides of the Taiwan strait have cultural governance issues such as unclear positioning, low public service standards for cultural and creative industries, poor public-private partnerships, and lack of connection with communities. Taiwan can learn from the Chinese government’s support policies, investment principles, and industrial agglomeration. China can learn from Taiwan’s governance experience in terms of consumers, non-profit organizations, and the public welfare of parks. Finally, recommendations for policies were proposed for the cultural governance of cultural and creative parks on both sides of the Taiwan strait in hopes of resolving governance issues and realizing sustainable development of cultural and creative parks on both sides of the Strait.

  本文是一篇關於兩岸文創園區文化治理的質化研究的論文。論文以文化治理為理論基礎,在回顧兩岸文創園區文化治理相關文獻研究之基礎上提出本文的概念架構,即由文創園區之政策端(Policy)、建設端(Construction)、營運端(Operation)三部分組成的治理範式—文創園區PCO觀點。

  本文以臺北華山文化創意產業園區、松山文化創意產業園區、南京晨光1865創意產業園、南京創意東八區等四個文創園區為案例,對政府、文創園區營運者、進駐企業、非營利組織、消費者、周邊社區等六類政策利害關係人以及相關學者進行深度訪談,以受訪者之經驗納入PCO框架進行分析與比較。

  研究發現,兩岸文創園區都存在定位模糊、文化創意產業公共服務水準低、公私協力不暢和缺少與社區連結等文化治理問題。臺灣可借鑒大陸在政府扶持政策、招商原則和產業集聚方面的治理經驗。大陸可借鑒臺灣在消費者、非營利組織和園區公益性等方面的治理經驗。最後,分別對兩岸文創園區文化治理提出政策建議,以期解決兩岸文創園區文化治理之困境,實現兩岸文創園區永續發展。
